Shine Decor Bright 120V LED Neon Rope Light Why Need Buy Extra Dimmer?

1. Why does Shine Decor's 120V LED neon rope light dimmable, but doesn't come with a built-in dimmer?

Shine Decor 120V LED neon rope light are designed for simple plug-and-play use with household outlets. Since they run directly on high-voltage AC power, they don’t have built-in dimming circuits. To adjust brightness, you’ll need an external dimmer pack or wall dimmer.

I purchased a single color mini neon lights dimmer. My question is can it also be hooked up to Bluetooth?
